The release of Future Directions for Social Housing in NSW has crowned a frenetic period of government engagement. This has included the recent announcement of four major initiatives:
  • The Premier’s Innovation Initiative for Social Housing - expressions of interest called in November 2014 and closed in January 2015 - inconclusive so far but at least indicative of government intent;

  • Communities Plus - the government launched the initiative in October 2015 and issued a call for expressions of interest in December 2015, which closes on 16 February 2016;

  • The Social and Affordable Housing Fund - the government issued a call for expressions of interest on 29 January 2016, which closes on 15 March 2016; and

  • The Waterloo Redevelopment Project - the government has announced that renewal of the Waterloo estate will proceed, although the timing has not been released.

THE CHALLENGE
All these initiatives call for consortia bids from diverse organisations, with capability possibly spanning across social housing management, tenant support services, asset management, construction, financing and property development. These bids are complex undertakings and success requires specialist skills to:
  • Assemble the consortium;

  • Coordinate the analysis and input from the participating organisations and from advisors including legal, accounting and technical advisors;

  • Agree the allocation of risk among participants;

  • Arrange debt and equity financing;

  • Structure a winning bid and prepare the bid documentation;

  • Negotiate commercial and financial close of contractual documentation; and

  • Manage the transaction all the way from bid through to operations.
